David B. Wiles
Professional Experience
David specializes in business and commercial litigation in federal and state courts. His practice is broad-based, and includes construction, bodily injury, environmental, franchise, and government contracting. He advises businesses on contract, commercial, employment, risk assessment, and alternative dispute resolution. He has represented client interests before the U.S. Senate Select Committee on Ethics, U. S. Environmental Protection Agency, U.S. Forestry Service, Oregon Racing Commission, Oregon Department of Environmental Quality, and numerous other federal, state, and regional agencies and courts.
Prior to entering private practice, David served on active duty as a Judge Advocate in the Judge Advocate General’s Corps, U.S. Army. His assignments included: Chief, Justice Division, Military District of Washington, Fort McNair, Washington, D.C. and as Senior Defense Counsel, Presidio of San Francisco, San Francisco, California and National Training Center, Fort Irwin, California. While stationed in Washington, D.C., David was appointed as a Special Assistant to the United States Attorney for the office of the United States Attorney, Eastern District of Virginia, Alexandria, Virginia. Currently, David serves by appointment of the Governor as the State Judge Advocate, Oregon National Guard, with additional duty as acting Post Commander, Camp Rilea, Armed Forces Training Center, OR, and holds the rank of Colonel.
Education
David received his Bachelor of Arts degree from Rutgers College, New Brunswick, New Jersey (ROTC Scholarship and Distinguished Military Graduate). He went on to get his J.D. from Whittier College School of Law, Los Angeles, California where he served as a Managing Editor of the Law Review and on the Moot Court Honors Board. He attended the George Washington University, National Law Center, Masters Program, Washington, D.C. and is a graduate of the U.S. Army Judge Advocate General’s School, Charlottesville, Virginia (Basic and Advanced Officers Course), the U.S. Army Command and General Staff College. He recently earned a Masters in Strategic Studies at the U.S. Army War College, while maintaining his law practice. David is a frequent speaker and lecturer to clients and associations and is an accredited Continuing Education Instructor in California, Florida, Louisiana, Oklahoma and Texas.

David is admitted to practice law in the States of Oregon and Utah. He is a member of the Oregon State Bar Association, Multnomah County Bar Association, Central Utah Bar Association, Salt Lake County Bar Association, Park City Bar Association, Nebraska State Bar (inactive) Iowa State Bar (inactive) and is a member of the Federal Bar Association (Oregon & Utah Chapters), American Bar Association, Counsel on Litigation Management (CLM) and the Defense Research Institute (DRI). He is admitted to practice before the U.S. District Court of Federal Claims, U.S. District Court, District of Oregon, U.S. District Court of Utah, District of Utah, U.S. Court of Appeals for the Armed Forces, and Army Court of Criminal Appeals.
Civic Affiliation
David is a frequent speaker and lecturer to clients and associations and is an accredited Continuing Education Instructor (State of Florida). In addition to coaching grade school and middle-school club soccer and football, David has served on the Board and as President of the Beaverton Sister Cities Foundation, Beaverton, Oregon and as an ESGR Representative.
Personal
David’s personal interests include skiing, boating, diving, history and traveling.
He has also jumped out of an airplane (once).
